Ada tiga kata kunci yang diusung keputusan pemerintah untuk membentuk Badan Otorita Danau Toba. Pertama, koordinasi. Melalui badan ini seluruh dimensi dari sebuah industri pariwisata dapat disinergikan menjadi sebuah paket yang terintegrasi. Kedua, akselerasi.
